1. The Sub-Divisional Executive Mandate

The Sub-Divisional Magistrate (SDM) is the vital administrative link between the District Magistrate (DM) at the district headquarters and the grassroots Block Development Officers (BDOs) and Circle Officers (COs).

The SDM exercises executive, magisterial, revenue, and regulatory powers across several administrative blocks comprising the sub-division.

2. Law & Order and Magisterial Powers

As Executive Magistrate, the SDM holds statutory powers under the Code of Criminal Procedure (CrPC / BNSS):

• Promulgation of prohibitory orders (Section 144 / Section 163 BNSS) during civil unrest or sensitive public situations.

• Preventive detention and peace bonds under Sections 107, 116, and 151.

• Directing police deployments in coordination with the Sub-Divisional Police Officer (SDPO) during festivals, protests, and VIP visits.

3. Land Revenue Adjudication

The SDM presides over the Sub-Divisional Revenue Court, hearing appeals on land mutation disputes, encroachment evictions on public lands, tenancy rights, and partition suits. In an agrarian state like Bihar, land dispute resolution is one of the SDM's most critical daily tasks.

4. Development Scheme Supervision

The SDM oversees the field implementation of state flagship welfare programs, including Saat Nischay-2, Har Khet Tak Sinchai, rural solar streetlights, Public Distribution System (PDS) ration supplies, and primary health centre operations.

5. Election Management & Disaster Relief

During General and Legislative Assembly elections, the SDM serves as the Returning Officer (RO) or Assistant Returning Officer (ARO) for legislative constituencies. During North Bihar monsoons, the SDM leads field-level flood rescue, community kitchens, and relief distribution.
